The illegal practice of guiding buyers or renters toward or away from neighborhoods based on their protected class.


Definition

Steering is a Fair Housing Act violation that occurs when an agent directs a prospective buyer or renter toward or away from certain neighborhoods based on a protected characteristic. It can be overt or subtle. Positive steering — showing minority clients only homes in minority neighborhoods because you think they'll be 'more comfortable', is just as illegal as negative steering.

Exam Tip

Steering is illegal regardless of intent. 'I thought they'd prefer...' is not a defense.
