Definition

Building codes establish minimum standards for the design, construction, alteration, and maintenance of buildings. They cover structural integrity, fire safety, plumbing, electrical systems, accessibility, and energy efficiency. In New York, building codes are enforced through a permit system — construction work generally requires a building permit before it begins and a certificate of occupancy upon completion. Violations can result in fines, stop-work orders, or demolition orders. Building codes are an exercise of police power.
