Certificate of Occupancy

A document issued by local government certifying that a building complies with building codes and is safe for occupancy.


Definition

A certificate of occupancy (CO) is issued after a building is constructed or substantially renovated and has passed final inspection. It certifies that the building complies with all applicable building codes, zoning regulations, and health standards. A CO specifies the permitted use of the building (residential, commercial, mixed-use). In New York City, a CO is required for all buildings and a change of use requires a new CO. Occupying a building without a valid CO is a violation.
